Which statement about using outlines is true? The time to revise your writing is during the outline stage of writing. You should not worry about gathering details about your topic during the outline phase. It is easier to fix organizational flaws when an essay is in the outline phase. It is not a good idea to use an outline if you only have a short amount of time to write.

Get rid of A because you do that during the revision phase. Get rid of B as you won't have anything to outline if you don't have details. C is true so keep that. D is not true as it is always recommended to have an outline when writing. That leaves C as the answer! (:
