It looks like we have outlier of 1, maybe 7. So mean would not be the best choice. The most frequent number is 23, but it only appears 4 times out of the 20 numbers, so thats not very good either. If all else fails, then I would say the MEDIAN is the best measure of center. You can graph this set of data on a dot plot or histogram to find the skew.
