If a regional governor only carries out orders from a king or other ruler, that is a unitary government. The country is really being run by the king. Governors work ar appointed by him and they work for him. A federal system limits the power of the national government. State governments have a different set of powers (sometimes overlaps) Governors are chosen by the people. A confederation is a bunch of small states that get together for a common good (like defense). The national level government is often weaker than the individual states. The Netherlands is a confederation. Holland is just one of the confederated states. They all speak mostly Dutch. Holland is the dominant state. So they get called Holland. And they agree so much any more that most folks can't see any difference.
