Circle help? Can you prove that these two circles are similar?

Well, I do know that all circles are similar is they can be translated onto another circle. I'm just confused because this is a homework question and I'm unsure of how I can prove these two to be similar. I'm guessing they are looking for me to use a translation or dilation or something

That link was very helpful. I counted off the graph of the circles: Circle A radius is 5 Circle C radius is 2 So, does this mean that if I were to dilate circle C by a scale factor of 5/2, the two circles would rest on top of each other? I'm not completely sure if this is a true statement
