A function will have only one output y value for any given input x value. Only one, if more then it is not a function.
oh so saying that #9 is no and #10 yes?
\[\large y=3x^2+2x-3\] \[\large y=\pm \sqrt{x^2+2}\]
The first one is a parabola. Any x value you put into y=f(x)=3x^2+2x-3 will return only one y value everytime for all possible x values.. so it is a function

10 will be a no because since y is squared, you must take the square root of both sides. When you do this, the right side is + or - the answer, a.k.a 2 answers so 10 will me a no.
for y as a function of x on the second problem, solving for y gives you both plus and minus roots, each x value will return back 2 y values ,so it is not a function
