@narissa The ceiling function means that If the value of x is an integer, there is no change. Otherwise round the value UP to the next integer. For example, \(\lceil -2\rceil = -2; \lceil -2.3\rceil =-2; \lceil 2.3\rceil =3\) So you can start with x=-2, y=-2+3=1; x=-1, 0, ....2, draw a black full dot at these locations The graph between the integers can be filled using the instructions given by the link @3mar posted for you.
