So, there are three parts to this. The top line, the center line, and the bottom line. The starry banners are a matter of playing with size, the '\hspace' command, and raising/lowering the stars by using '^' and '_' . The name 'Elsa' is a matter of using the '\rlap' and '\hspace' commands. I think you've used all of these commands before, right?

Also note that'hspace' stands for 'horizontal space'. So, adding '-' makes it negative space, whereas not adding '-' would make it a positive space. '-' will make the commanded object move toward the left, but not adding '-' will make the commanded object move toward the right. You can be very exact with \hspace, down the the exact decimal. For example \hspace{-1.1pt}
