The idea is to divide 400 by the steps from 0 to 400 (which are 10 steps, NOT 7)
So the one step equals \(\frac{400}{10}=\color{Coral}{40}~ft\).

Now the number of steps between the two persons are \(\LARGE \color{Coral}{12}~ steps\), and the one step is 40 ft, so they are apart \(12*40=\color{Coral}{480}~ft\).
