for x=-7 this fraction will be undefined ,bc. the denominator will give you equal zero what in case of a fraction not is possible - yes ?

Horizontal Asymptote is where you see what the function approaches when you allow x to get really big (Approach infinity) and here as 'x' approaches infinity...the fraction approaches 0...and y = 0 - 8 = -8
