You need to find all of the factors of 70 and then not have any rows greater than 20.

Here are two examples, but I don't know if they makes any sense.

     1 and 70    you can have 1 row of 70 chairs, but you can't have 70 rows of 1 chair
     2 and 35    you can have 2 rows of 35 chairs, but not 35 rows of 2 chairs
     3               is not a factor of 70
     4               is not a factor of 70
     5    you can do the rest yourself
