It's because the mass of the gas doesn't produce enough gravity to exceed the force that made it expand.

dark matter dilutes when it spreads into a larger volume, and causes the same gravitational attraction as ordinary. like i mentioned earlier "doesn't produce enough gravity.." also, matter varies, and dark matter differs a lot. it doesn’t emit any electromagnetic radiation for all we can tell. it's really complicated but these are some reasons it doesn't cool down.
