stepsssss from 2009 to 2014, this is equivalent to 5 years passing the rate is decreasing at 1.4% per year meaning if you wanted to multiply the rate to the initial population of 3800, you would need to multiply by (1-.014) applying this to an exponential function T(x)= 3800 (0.986)^x and determining the population at x=5 T(5)= 3800 (0.986)^5
