guess .... you can constantly exert a force .... but it doesn't mean that work is always being done. carrying heavy physics book, eg. You're not doing work against gravity if you're carrying said book at one level only. OK, it FEELS as though you are, but not in the physics def of the word work as "force times distance" you're not.
