Does military conflict and war strengthen our democracy or weaken a democracy?

very tough q to answer if I look at "history". Was Germany a dem between 1900 and 1945 ? successful wars can bolster a "government" - witness UK and the Falklands under Thatcher, and Balaclava/Ukraine under Putin. But, is democracy the same thing as government ? The "Dunkirk spirit" of UK in WW2 may have helped the UK to defending against a German aggression of a sovereign state, so that in that sense the conflict "pulled UK together", so is often said. But is that the same as strengthening a democracy. Je ne sais pas. (I don't know)
