Globally there has been a change in slavery. When the world's economy was based on labor-intensive work, men were the focus. Women and children are enslaved more often today. 
Locally, the region I live in was prosperous when an Air Force base located here. That all changed when the Air Force left. The local economy changed away from that stability. The community nearest the former base has become a prison based economy. Federal, state and county as well as private prisons have been located there.
