Wow!  Tough assignment.  Best way to start, I think, is to figure out what "Declaration of Independence) means to you personally, and then start writing about it.  From whom, or from what, do you want to be independent, and for what reasons?  This is a rather personal essay that can't be written for you if you want to learn how to write such essays yourself.
