One reason I believe the local governments are in charge of providing services is income. A smaller town will not be able to afford the same amenities as a large city such as Chicago. Also each region will require different tools and services, such as a small town with 20 high schoolers will not offer 20 different ap courses. I am sorry, this probably is not very helpful.
