A balloon is charged by rubbing and then clings to a wall. Does this mean the wall is charged?

The wall must be charged or there would be no electrostatic force between it and the balloon :) The charging will have been induced the by the balloon itself repelling electrons on the wall.

OpenStudy (osprey):

Charging by friction .. Like charge repel, unlike charges attract. Try it with a comb, or the balloon on your hair. @IrishBoy123
