If everybody is trying to buy shoes, but the factory cannot make enough shoes, what happens to the number of shoes on the market?

So lets do a process of elimination, we know its not increased production, because they question told us that they cannot meet the demands. We know its not comparison shopping, because all that means is that you look for the cheapest deal. And we know its not decreased production, because there is a high demand for it, so why would they make less?

Scarcity means that there is a short supply of something. Since the factory cannot make all the shoes that people want, there is a scarcity for shoes.
