Well, do your best in school. Your grades will be transferred over to your next school....
This is just an educated guess: No, you do not have to be passing everything at the time of your transfer to a new school, BUT be aware you may have to repeat at the new school anything you didn't successfully complete at your current school.

I am doing my best, but I am still failing most of my classes and I am switching schools in hopes that I will be able to do a little bit better.

I've been confused as to wether they will allow me to switch because of my failing grades or not.
suggest you review your study habits. Is it you or the school that needs to improve? How are the other students doing? How hard are you trying to grasp the material?

@TexMechanica Well... if you find that you are struggling in your classes, the best thing you can do is ask for more help (tutoring, talking to your teacher etc. study groups) & figure out what you are struggling to understand. Your academic record WILL transfer to your new school, but you can always improve.
I am home-schooled, as are my little brothers. and my house is always filled with noise. I find it hard to concentrate and I wish to move to a public school so I can go to other teachers about help and it won't be so overwhelming.
I'm just not used to being homeschooled and it's really not my thing.
