D. Charles couldn't accept working with Parliament as he believed in the "divine right of kings", basically saying God made him king. Parliament had money and Charles ran out of it a lot so he had Parliament fundraise for him. Since Parliament was fundraising, he couldn't really refuse them as they were making his money.
