We must use time creatively, and forever realize that the time is always ripe to do right. Now is the time to make real the promise of democracy, and transform our pending national elegy into a creative psalm of brotherhood. Now is the time to lift our national policy from the quicksand of racial injustice to the solid rock of human dignity.

the keynote or tone of this seems to be about time ... fourth word in ... , and perhaps an "exhortation" or "wake up call", similar to that of a bugler (a in the bugle for "reveille") .

Perhaps with "time" comes the idea of "rhythm", and "timING", and perhaps viewing "brotherhood" as the choreography of "well timed communications".

Now is the time to lift our national policy from the quicksand of racial injustice to the solid rock of human dignity.
It may very well be that these aspirations are urgent, but, and this is a very big but, is the timING right ?
