a) an electric charge vibrates or accelerates very good example of this is the BREMSSTRAHLUNG background radiation produced in an X ray machine along with the characteristic spikes, characteristic of the material of the target which the rapidly DECELERATING electrons hitting the target emit. When a charge particle OSCILLATES it's acceleration is related to it's position in the oscillation cycle, and so changes, and so the oscillating charge emits radiation (There's a LOT more to it than that, inevitably.)
