I don't know of RR's speech, but I think that the C disaster was the one where the Rocket exploded on the launch pad ?
So what COULD  the US president say regarding a public fiasco/disaster of one of the flagship projects of the country ?
Well, something like praising the bravery of the astronauts (any astronaut, in fact) for risking their lives.
Saying that they died "serving their country and doing what they loved" may be a good line.
Saying that "we" will investigate the disaster fully.
Implying that future space projects may have to change depending on what happens in the investigation.
I'm not sure that it's this particular disaster, but I seem to remember that the celebrated Nobel physicist Richard P Feynman was hauled in to do some investigations as to what went wrong on one mission. And he "discovered" that the disaster seemed to have been caused by "O ring seals" on the rocket failing because they were operating outside their specification. He also "discovered" that the authorities knew about this "operational problem", but decided not to do anything. He was led to the "discoveries" by the people he spoke to who seemed to find with RPF a spokesman. If memory serves me, a quote from RPF was "I was had ... " - I was called in to investigate something the answer to which was already well known within the "company" (a disaster waiting to happen territory).
All of the above is from vague memory.
