Unit rate just asks you to find the price per shirt. So you want to calculate how much one shirt will cost for each price. So for example the 4 shirts for $18.00, you divide 18.00/4 and get 4.50, so each shirt will cost $4.50. Now you do the others and find which is the best deal.
