"How dreary – to be – Somebody!"
ER seems not to like the idea of being sombeody.

Then there’s a pair of us!
ER seems to find solidarity/solace in 
"Are you – Nobody – too?"

It looks like a sort of "anti hero" poem, possibly depressed and looking for companionship. Perhaps the idea of a "note in a bottle" to send out distress from someone marooned on a desert island MAY fit here ???
