As said above, the slightly strange events just before the attack precursored a massacre, years of axis forces brutality, retaliations by the allies culminating in President Truman (FDR's replacement due to death) initiating the thermo nuclear annihilation of Nagasaki and Hiroshima. That lot in turn initiated the cold war nuclear arms race, which in turn may have initiated the SALT talks involving President Carter .... Enormous question
