At first glance this situation doesn't have a problem attached! What is to be solved? Are you supposed to plot a bunch of points according to the table? It's not your fault that the problem is poorly worded, but it's up to you to find out (perhaps from your teacher) exactly what the goal is in this problem. You could determine whether there is a linear relationship between "orders in" and "orders out." But that alone is not what I would label a "solution."
The solution represents the month at in which the incoming orders equal the outgoing orders. So, in February we have incoming orders equal the outgoing orders
