Is it saying that when you add constants, the units are either raised or lowered? @sillybilly123

yes (!!) \(y = ax^2 + bx + c \implies y - c = ax^2 + bx\) So that constant c just moves the graph up and down in vertical y-direction. So, for example, you could use a new y axis axis each time with \(Y = y - c\) to get \(Y = ax^2 + bx \).
