When going from P3:FES to P3P, the High Cut Armor got renamed Battle Panties. Why'd that happen? And further, why do the Battle Panties exist?

I mean for frick's sake, IT INCREASES DEFENSE yet it doesn't cover any vital organs (NO I AM NOT ADDING A PICTURE) But the item description should explain enough High-Cut Armor/Battle Panties-Armor that looks like a bikini. (Women only) 52 defense (+2 to Magic Stat in P3P)
