Rarely if ever comes back to question 5. If in question rarely if ever responds 6. Never completes posting the full details of question 7. Logs Off. Never to be seen or heard from again. 8. Question is eventually closed or deleted. 9. Repeat Process

no, don't delete, it we can get google traffic from the question, they dont have a answer, so they may sign up to ask the question again, but they may complete the question.
When @Ultrilliam updates the code for it, the logged-off user will receive an email that says "@psirockin3 has just responded to your question".

Yes but if I do that, I'm going against the philosophy of GUIDING someone to an answer. But you won't close something without an answer and more times than not the asker goes AWOL

True, however it's better to answer the question if it can be answered. otherwise close the question if it cannot be answered after 24 hours
that is my formula.
But if I answer the question without asker-input, it's technically giving a direct answer and I've already gotten in trouble for that before

Whenever @Ultrilliam repairs the report abuse function, we can then have users flag such questions to let us know that a user has posted an incomplete question and we can deal with it properly.
