As it applies to this problem, ∠13 is the exterior angle and either ∠2 or ∠10 are the remote interior angles. In other words the measures ∠2 and ∠10 are both less than ∠13, so we can eliminate both as possible choices.

Which means the correct answer lies with either ∠8 or ∠9.

Between the two, you should be able to figure out the correct answer by inspection.
