True. The only way it would be false is if it were a trapezoid. One pair of opposite sides of a trapezoid are parallel. The other pair of opposite sides can be equal in length but are not congruent. In this case they're showing two pair of opposite sides that are congruent with the other pair of opposite sides parallel. If the figure with the later properties must be a parallelogram.
