as of 2009 the fraction of states in the united states with maximum interstate highway speed limits up to and including 70 mph was 37/50. the fraction of states with 70 mph speed limits was 17/50. what fraction of states had speed limits that were less than 70 mph?

we want to find "less than 70 mph" which is the left segment we have the sum of the left segment + right segment so we subtract (sum of left segment + right segment) - right segment = left segment
