Overall, the chances of getting a number 4 or less with two dices is 16.67% as with one dice, you will have a 66.67% chance of rolling a number 4 or less. percent chance of landing on a number 4 or less.

16/36 is less than half so player 2 wins
(I should specify that, in the case of doubles, 1-1, 2-2, 3-3, and 4-4 go to player 1 and 5-5 and 6-6 go to player 2)
