Yes the people have a say in whether or not their taxes are changed, as men who represent the people of England are selected for the vote, and the King can not raise or levy the tax if he wishes.

Unless the men who represent the people of England are corrupt, greedy little pricks. Though they will still have to pay the tax as well, so yes the people get a say.
