The options don't seem to be right, in order to solve this whole thing u have to first simplify 2x - 3 - 4x - 2x so it can be -4x - 3. then we add 3 to both sides, add -6 + 3 so it can be -3, then divide both sides by -4, and since two negatives make a positive the answer would be x = 3/4

but to be honest u did say first step so I'm assuming closet to first right? if so than your answer would be (drum roll please) A) Add 3 to both sides since its the SECOND STEP to solving
