Well, I'm going to assume as such then. If you're going to insert things that are cited, then don't add colons or commas, they're unnecessary. Unless, say, the comma is in a continuation of text. I wouldn't say that they never use it, Depends on the context. So I'd go with that last answer choice. For this one it would be the last option. You have to have the right syntax, verb tense and punctuation, but not subject-verb agreement. That's only for sentences that involve, let's say, description.
