Okay so to rephrase that it is basically the government being just and treating everybody equal

with the laws that are enforced and for example if it is not a just law they will be responsible for that?

So you just say yes or no and a short reason why

Well my example is the election and how government does have power over the president but as far as the political aspect of votes, the people decide. Yes, I do think rule of law would be respected under this type of government because even with the president, there are other things that make the decisions for the country such as the people itself.
