Ok. The topic is testable. The variables are controlled. The variables would be the the the worker, as you could not control those very well. First I would make an hypothesis about weather I think a better attitude = more discounts. Then, I would conduct the experiment by going to different restaurants and getting different waiters, to test it. Finally I will collect the evidence and analysis them.

The measurements that I could use to collect other data would be trying different food menu items, or try sending food back, and maybe try different attitudes with servers.

Step By Step: First I will go to a restaurant and order food, I will make sure to tally everything down so I know I am controlling the independents. I will then assess the waiters attitude, and other things and write it down. When I get the bill I will ask about any discounts or suggest about pricing and see what happens. After I collect enough data I will analyze the data to find out the answer to the question.
