It is D doe. Cause they're not holding up signs and stuff for a protest. C, they're not fcking children. And B, they're not at work. They're walking. So it's D cause you can see a lot of people and the pollution the back.
Not only that but if you examine the picture there are too many people on the streets which means if you have a big population you're going to have a big amount of pollution too.
