It was called the underground railroad because the people who chauffeured the slaves across borders were called "conductors" and the slaves were referred to as "cargo". Often times the Conductors hid the slaves with ACTUAL cargo. As this wasn't legal, and based on their names, it was known as "The underground railroad"
