Shadow:

U.S. Foreign policy means it refers to international relationships. Peacekeeping actions definitely involve other countries. So do diplomatic relationships, and trade agreements (with other countries). However, interstate commerce (or commerce between U.S. states) does not involve U.S. foreign policy.
