Who ever had a classmate that always failed English? Because in my head, every time someone says they got an F in English, in my head I think: "ENGLISH, DO YOU SPEAK IT?"

but like I said they could be lazy, lazy people just turn in whatever because 30% is better than 100% and also there is nothing wrong with not speaking english, people are bilingual sometimes.
