I still kinda don't understand how number three is the exact point to determine the actual equation in the line segment

well this is a little hard to explain but I'll try 2:3 can be read as 2 parts left segment for every 3 parts of the right segment so there must be 5 segments total making the left segment (2/5) of the whole line and the right segment (3/5) of the whole line

Kay, got that, but the real question is why choose the 2 part of 2/5 to determine the answer? I mean, how do we know to look there?

since the 2 is on the left side of the ratio we pick the point that makes the left side 2 and the right side 3
