Did Gohan become weaker since last time he fought cell he was a ssj2 but since he became great saiyaman, got married and had a family, and gave up martial arts for school, did he get weaker or is he still strong since he has ultimate mystic form/Potential Unleashed?

Huh. Pretty sure he still had his abilities in him. But when he first faced Cell as a SSJ2, he was a teen. And since he achieved his mystic form when he was an adult, i am sure that he is still able to achieve this. This is what i believe, though. For a more detailed answer, ask @JustSaiyan XD

Weaker, but then again, he is in the Tournament of Power, and Piccolo only saved his life twice.....

I think he got weaker. He showed up to fight Frieza in a tracksuit. ._.
