Its list of rambling requests went on and on until I could barely stay awake to reach the end. My biggest concern was how I could untangle this mess of details to actually take care of the things asked of me in the letter. If only my sister were a better communicator! I'm guessing that the answer would be A. She could "untangle" it. The reason for this would be the second and third sentence, the sister in the paragraph says that it is all "tangled" meaning that it wasn't written with much structure and is hard to read through and fully get because she would need to "untangle" her sisters details. Sorry if that didn't make much sense

The person notes the letter as being "more like an encyclopedia and about five times as long" and is a "list of rambling requests" as well as a "mess of details." Clearly the person is anxious to complete these requests (likely from someone important to him) and wishes to complete these requests as fast as possible. One might think to themselves in sympathy for the writer (of the paragraph), "if only the person who wrote the letter had done so better." Perhaps, communicated their thoughts in a better and more easier to understand way. Well, the last sentence of the paragraph answers those thoughts, with the person wishing that his sister was a better communicator. This would indicate that the person's sister is the one who wrote the letter.
