My problem is I don't know what x is, when i tried plugging in the numbers for the equation. I just confused myself even more.
x is the number of weeks (you don't need to plug in anything to find the slope of the equation though) for an equation written in y = mx + b form, m is the slope so for y = -5x + 40 what number is the slope?

good, so the slope is -5 meaning steve spends 5 dollars a week, meaning c is the only possibility
