Well, for starters, their Population would definitely increase if humans would stop destroying their habitats, and poaching them, that would probably help. Howler Monkeys mainly eat leaves, nuts, and often even bird eggs. If their population increased, there would be a decline of birds, as well as the leaves they feed on, and would probably lead them to ingesting more and more of the toxic leaves that they often consume, which would then decrease their population. They would also be targeted more by the large predatory birds if their population were to increase.

If the Howler Monkeys population were to decrease, they would probably be driven into extinction after a period of time. I don't really think this would effect any other population, as they aren't exactly a predator that keeps another species's population in check. There might be more trees and birds than usual.
