Hmm. I would say C. If the codes were intercepted by the enemies, they could decrypt them and prepare for whatever we sent at them (usually bombs)
All of these are wrong except D. We WERE able to decrypt enemy codes, and often each side sent out one that was untrue to throw each other off.
